Kit 21 · The Quad · deliverable · designed and built by I Wayan Usada — instructional design portfolio
Implementation managers sequence six governance moves so that formalization lands on prepared ownership — readout shows sustained adoption, not signed mandates.
Programmes buy a MANDATE (or a FUND) first and call it adoption; two years later the mandate exists and the usage does not.
| # | Behavior | What it looks like | Where the artifact trains it |
|---|---|---|---|
| 1 | Read faction willingness before moving | dossier read precedes each move; moves matched to posture | faction dossiers |
| 2 | Sequence CO-OWN before MANDATE / FORMALIZE | ownership-building moves precede locking moves | move board |
| 3 | Spend budget and legitimacy as different currencies | each move debited from the right ledger | two-currency ledger |
It will not teach project management or stakeholder-mapping templates — the unit is the move sequence, not the plan document.
Debrief reads both currencies per quarter and names the ordering rule the sequence proved or violated.
