## The goal

Government-academy course teams convert classroom days to e-learning that teaches: scene placements earn TEACHES verdicts, budget spent on teaching not decorating.

## What people do instead

Converted courses look busy and teach little — video-heavy refreshers, scenarios buried after theory, hotspot repetition; nobody priced the effort.

## The actions that close the gap

| # | Behavior | What it looks like | Where the artifact trains it |
|---|---|---|---|
| 1 | **Read the module brief's failure rule before building** | brief-specific rule consulted, not ignored | brief cards |
| 2 | **Spend the effort budget on teaching scenes** | budget allocated to TEACHES placements | scene builder |
| 3 | **Accept the verdict and revise** | DECORATES placements reworked, not defended | verdict loop |

## What this training will not do

It will not teach authoring tools — the unit is the conversion decision: what earns its effort, what decorates.

## How the artifact scores the actions

Debrief reads the ledger against each brief's failure rule and names the philosophy: TEACHES or DECORATES.
