## The goal

Control-room technicians hold inspection-before-restart discipline under production pressure: pattern-correct decisions in >=95% of audited rising-trend calls.

## What people do instead

Technicians know every alarm threshold; under a production desk arguing for megawatts, the restart happens anyway — the discipline, not the knowledge, fails.

## The actions that close the gap

| # | Behavior | What it looks like | Where the artifact trains it |
|---|---|---|---|
| 1 | **Classify the alarm pattern before acting** | pattern named: cleared / rising / recurring / external-cause | HUD decision |
| 2 | **Inspect rising trends regardless of production cost** | inspection performed while the desk argues | scenario economics |
| 3 | **Escalate at the boundary, with evidence** | shift-lead call made with the pattern named | escalation path |

## What this training will not do

It will not re-teach alarm thresholds — the simulator trains the decision under pressure the thresholds never touch.

## How the artifact scores the actions

Debrief scores the decision pattern per scenario — rising-with-no-inspection vs cleared-with-inspection — never the outcome.
