Government-academy course teams convert classroom days to e-learning that teaches: scene placements earn TEACHES verdicts, budget spent on teaching not decorating.
Converted courses look busy and teach little — video-heavy refreshers, scenarios buried after theory, hotspot repetition; nobody priced the effort.
| # | Behavior | What it looks like | Where the artifact trains it |
|---|---|---|---|
| 1 | Read the module brief's failure rule before building | brief-specific rule consulted, not ignored | brief cards |
| 2 | Spend the effort budget on teaching scenes | budget allocated to TEACHES placements | scene builder |
| 3 | Accept the verdict and revise | DECORATES placements reworked, not defended | verdict loop |
It will not teach authoring tools — the unit is the conversion decision: what earns its effort, what decorates.
Debrief reads the ledger against each brief's failure rule and names the philosophy: TEACHES or DECORATES.
